Cambodian Farmers' Association Federation for Agricultural Development (CamFAD) was renewed its policy from the Cambodian Farmers' Association for Agricultural Development in Svay Rieng and recognized officially by the Ministry of Interior (MOI) on 25th May 2007 through Ref nr: 583 Sar.Chor.Nor, working at the national, commune and grassroots (producing) levels.
CamFAD is a member of IFAP since 2002. Now, according to the needs of combination of small group producers in rural Cambodia into the voice of farmers and hold the annual general meeting and National Farmers' Congress in every three year which participate by registered members, relevant stakeholders, CamFAD has developed its organization as the "Cambodian Farmers' Association Federation for Agricultural Development” since then.
At present CamFAD is being governed in the FO-style delivering services to members based, allowing members to govern the organization and giving priorities to discuss their own agenda in the executive committee meeting i.e. in June and December, the annual meeting will hold in December link to the Exc. committee meeting. CamFAD presently hardly does implement programs due to lack of sufficient means and materials to influent the public and strengthening its own institution. Eleven (11) staff members are on the pay roll, CamFAD has firmly decided on its ambition to become a real member-led organization and represent real producers in the rural Cambodia. Rules and regulations as the governance structure are revised in favor of farmers-led governance. Revised policies as adopted foresee in an annual General Assembly and elections of a new Board (in 2009). The initiative toward coop of producers was drafted in August, 2008 by Mr. Sok Sotha and staff members and proposed to approve in the first annual general meeting of CamFAD last December 2008.
CamFAD has a tree-tiered structure: groups level, Saving groups, rice producer groups , vegetable/crop growing groups, poultries and animal rearing groups, fish raising groups, village women association (VWA) etc.), structured under a Commune Farmers' Association (CFA) and or CBOs again affiliated to CamFAD. CamFAD regards 818 producing groups, 85 village farmers associations in 16 registered hh members of 7,905 which 4539 are women and equal to 39,525 individuals in 4 provinces i.e. Svay Rieng, Prey Veng and Kampong Speu and Kandal. The present Board leaders are formally elected during the last executive committee meeting and accessing to a farmers-led governance structure. CamFAD expresses the need to receive assistance in appropriate governance mechanisms and in developing a service program complying with the needs of members. Also in technical fields CamFAD and CamFAD staff require training and further strengthening of their capacities and administration. Mentioned are a lack of sufficient knowledge and capacities in the field of savings and agricultural credit, low input agriculture, coop initiatives, basic household economics and market access.
CamFAD also assisted in the creation of a democracy group for advocacy. CamFAD is a member of Advocacy Committee. This committee provides opportunity for people who suffered from influenced people to complain to the committee for getting any assistance as they can. These advocacy activities, CamFAD joins actively in discussion and solving most land conflict for rural people, this network not yet discuss about agriculture thru observation of CamFAD. |
